IPREM in 2023
The IPREM and its impact on immigration permits in Spain
The Public Indicator of Multiple Effects Income (IPREM) is an economic index used in Spain as a reference to determine access and the amount of various social benefits, subsidies, scholarships, and public aids. In the field of immigration permits, the IPREM plays a relevant role by establishing the economic requirements to obtain and renew such permits.
- What is the IPREM? The IPREM is an economic indicator that is updated annually and is based on the average incomes and wages in Spain. It serves as a reference to establish income limits that determine access to certain benefits and allowances.
- Use of the IPREM: The IPREM is used in various areas such as access to unemployment benefits, educational scholarships, housing assistance, social welfare, among others. Additionally, in the field of immigration permits, the IPREM is used to determine the economic requirements necessary to apply for and renew such permits.
- Impact on immigration permits: The IPREM has a direct impact on the granting of immigration permits in Spain. Depending on the type of permit, minimum income requirements are established that must be met to obtain the corresponding authorization. These economic requirements vary depending on the type of permit, such as work permits for employed work, non-profit residence, family reunification, among others.
- Additional considerations: It is crucial to take into account that the IPREM is updated annually, and there are different levels and coefficients that are applied based on the applicant's family situation. Additionally, economic requirements may vary depending on the autonomous community and the type of permit being requested.
The publication of the General State Budgets for the year 2023 includes an update to the IPREM indicator, increasing it by 3.6%. This revision is recorded in Law 31/2022 of December 23rd, published in the Official Gazette (BOE) (No. 308) in December 2022.
In this way, in Section X of the preamble of the Budgets, the revaluation of the Public Indicator of Multiple Effects Income (IPREM) is mentioned for the first time. The exact values for the IPREM that will be in effect during the year 2023 are included in the ninetieth additional provision.
Official IPREM Values for 2023:
Daily IPREM: €20.00 Monthly IPREM: €600.00 Annual IPREM - 12 payments: €7,200.00 Annual IPREM - 14 payments: €8,400.00
The law itself clarifies that the default reference to be applied is €8,400.00 per year, as long as the regulation refers to the annual minimum wage. In cases where the exclusion of extraordinary payments is explicitly mentioned, the amount of €7,200.00 per year will be applied.
Therefore, the upward revision of the indicator by 3.6% will establish a rounded reference value of €20.00 per day and €600.00 per month. This increase falls in an intermediate range compared to previous years, which saw increases of 5% and 2.5%.
The following graph shows the historical evolution of the IPREM since 2004 as a reference.
